Prof. Kwang-Cheng Chen, University of South Florida, USA (IEEE
Fellow)
Dr. Chen's research interests lie in information communication technology essential to digital society, particularly in large networks and computations. Specific interests include large communication networks: Internet of Things, Cyber-Physical Systems and Edge Computing, 5G Mobile Communications and Beyond, Ad Hoc Sensor Networking, In-Network Computations and Approximate Computing, Cognitive Radio Networks, Secure Communications and Resilient Networks; Large Information Networks: Social Networks, Big Data Analytics, Multi-Agent Systems and Collective Behavior, Fusion and Decision on Heterogeneous/Multimodal Data, Biochemical Reaction Networks and Applications to Synthetic Biology and Systems Biology, Decision under Uncertainty, and Cybersecurity and Privacy.
Keynote Speaker II
Prof. Xudong Jiang, Nanyang Technological University, Singapore (IEEE Fellow)
Xudong Jiang (Fellow, IEEE) received the B.E. and M.E. degrees from the University of Electronic Science and Technology of China (UESTC), and the Ph.D. degree from Helmut Schmidt University, Hamburg, Germany. From 1986 to 1993, he was a Lecturer with UESTC. From 1998 to 2004, he was with the Institute for Infocomm Research, A*STAR, Singapore, as a Lead Scientist, and the Head of the Biometrics Laboratory. He joined Nanyang Technological University (NTU), Singapore as a Faculty Member in 2004, where he served as the Director of the Centre for Information Security from 2005 to 2011. He is currently a professor with the School of EEE, NTU and serves as the Director of the Centre for Information Sciences and Systems. He has authored over 200 papers with over 50 papers in the IEEE journals, including 9 papers in T-PAMI, 17 papers in T-IP and 18 papers in top conferences CVPR/ICCV/ECCV/ AAAI. He served as IFS TC Member of the IEEE Signal Processing Society and Associate Editors for IEEE SPL and IEEE T-IP. Currently Dr. Jiang is an IEEE Fellow and serves as Senior Area Editor for IEEE T-IP and Editor-in-Chief for IET Biometrics. His current research interests include image processing, pattern recognition, computer vision, machine learning and biometrics.

Prof. Tan Ying, Peking University, China
Tan Ying is a professor in the Department of Machine Intelligence, School of EECS, Peking University and has served as a PhD advisor and the Director of Computational Intelligence Laboratory. He is the inventor of Fireworks Algorithm (FWA). He obtained his B.Eng. from Electronic Engineering Institute in 1985, and M.Eng. from Xidian University in 1988, and Ph.D. from Southeast University in 1997, respectively. His research interests include computational intelligence, swarm intelligence, machine learning and data mining, and information security application. Dr. Tan has published 6 monographs by Morgan Kaufmann (Elsevier), Springer, Wiley & IEEE, CRC Press/Taylor & Francis, IGI Global and Science Press, respectively, and published more than 260 research papers, and most of them are published in top-tier journals and conferences, such as IEEE TEC, TNN, TKDE, TCyb, TIFS, TITS, and CVPR and AAAI. In addition, he authored/co-authored more than 10 books and 12 chapters in book. He has served as a Leading Editor to coordinate and edit more than twenty volumes of Springer LNCS books. He got four invented patents of China. He was awarded a National 2nd-Class Natural Science Prize of China in 2009. He is/was the founder and general chairs of ICSI conferences since 2010. He is a general chair of DMBD2016-2017, ICMEB2017 and ICMEB2017. He was the program chair of IEEE WCCI’2014, ISNN2008 and ICACI2012, and publicity chair of IEEE SSCI’2016, etc.

Prof. Hironori Washizaki, Waseda University, Japan
Prof. Dr. Hironori Washizaki is a Professor and the Associate Dean of the Research Promotion Division at Waseda University in Tokyo, and a Visiting Professor at the National Institute of Informatics. He also works in industry as Outside Directors of SYSTEM INFORMATION and eXmotion. Hironori currently serves as IEEE Computer Society 1st Vice President 2023. He was awarded Golden Core Member and Distinguished Contributor from IEEE CS. He is leading professional and educational activities, including development of the Guide to the Software Engineering Body of Knowledge (SWEBOK), educational courses, and certification programs. He has published more than 200 research papers in refereed international journals and conferences, including IEEE Computer, IEEE IoT-J, TETC, EMSE, SCICO, ICSE, and ASE. He has led many academia-industry joint research and large-funded projects in software design, reuse, traceability, and quality assurance. He is leading a professional IoT/AI education project called SmartSE. Since 2015, he has been the Convenor of ISO/IEC/JTC1/SC7/WG20 to standardize bodies of knowledge and certifications, and leading adoptions of IEEE CS products SWEBOK and Software Engineering Competency Model (SWECOM) into standards. He is currently running for IEEE Computer Society President-Elect 2024. The election will close on 11 September, 2023.

Prof. Reynold C.K. Cheng, University of Hong Kong, Hong Kong
Professor Reynold Cheng is a Professor of the Department of Computer Science in the
University of Hong Kong (HKU). His research interests are in data science, big graph analytics and
uncertain data management. He was the Assistant Professor in the Department of Computing of the Hong
Kong Polytechnic University (HKPU) from 2005 to 2008. He received his BEng (Computer Engineering) in
1998, and MPhil (Computer Science and Information Systems) in 2000 from HKU. He then obtained his MSc
and PhD degrees from Department of Computer Science of Purdue University in 2003 and 2005.
Professor Cheng is listed as the World’s Top 2% Scientists by Stanford University in 2022, and is
named the 2023 AI 2000 Most Influential Scholar Honorable Mention in Database. He received the SIGMOD
Research Highlights Reward 2020, HKICT Awards 2021, and HKU Knowledge Exchange Award (Engineering)
2021. He was granted an Outstanding Young Researcher Award 2011-12 by HKU. He received the Universitas
21 Fellowship in 2011, and two Performance Awards from HKPU Computing in 2006 and 2007. He is an
academic advisor to the College of Professional and Continuing Education of HKPU. He is a member of
IEEE, ACM, ACM SIGMOD, and UPE. He was a PC co-chair of IEEE ICDE 2021, and has been serving on the
program committees and review panels for leading database conferences and journals like SIGMOD, VLDB,
ICDE, KDD, IJCAI, AAAI, and TODS. He is on the editorial board of KAIS, IS and DAPD, and was a former
editorial board member of TKDE.
